The U.S. State Department is implementing a visa bond program requiring travelers from Malawi and Zambia to pay up to $15,000, with potential expansion to other countries.

According to the NOPD calls for service, the initial call regarding Bryan Vasquez was made around 10 a.m. Thursday, Aug. 14.
