A federal judge has granted a temporary restraining order, blocking sweeping immigration raids in counties like Los Angeles, saying agents need to have probable cause to arrest people, and that those in custody need access to lawyers.

The court’s restraining order has dealt a blow to the Trump administration’s pledge to carry out mass deportations in the city.
