A crackdown on gift card theft put two men behind bars in Sacramento County on Saturday. As part of a retail theft operation, Sacramento County Sheriff's Office detectives arrested Xianquing Chen, 45, and Haining He, 31, who they said worked together in the scheme.

SACRAMENTO COUNTY, Calif — Two Chinese nationals were arrested in connection to a credit card scheme at an Arden-Arcade Target. The Sacramento County Sheriff's Office said deputies were doing an operation at the store on Fulton Avenue when they saw Xianquing Chen, 45, and Haining He, 31, making multiple purchases.
