I think as a general rule Spring is the best, say from mid-March to late April is a good time to see the desert in bloom, at least that was my experience growing up. It may be a good idea to get in touch with a botanical garden in Arizona and people there might have a better sense of specific conditions yearly.

It is an outdoor museum, lots of walking but he walkways are not rugged easy walking. Lots to see. As others stated unless it is a down right down pour a little rain is not going to hurt
